When
Congress passed the TREAD Act in 2000, it did so with a sincere
belief that an early analysis of warranty repair and safety/crash
data could save lives. When the government began collecting that
data late last year, it promised to not only analyze the data and
detect the safety problems, but also to follow through with product
recalls
and expanded investigations.
In the past
few weeks, numerous automotive recalls have been backed by specific
pieces of warranty and safety data gleaned from TREAD Act early
warning reports. Consumer advocates are now suing for better access
to even more warranty and safety data, but industry insiders are
beginning to ask: Is the TREAD Act really working?
